If you don't have Exceed and Exceed 3D, you can use XvncXFree86/Cygwin and Mesa. (But it is very slow...)

Download EusLisp for Windows
2000/02/10 Version 8.23(binary, 2.43MB)
Install
  1. Click a downloaded executable file "euslisp.exe", then InstallShield starts.
  2. Copy "pthread.dll" $(INSTALLDIR)/Cygwin/bin
  3. Copy "pthread.h" $(INSTALLDIR)/include
  4. If you use Xvnc and XFree86/Cygwin, rename $(INSTALLDIR)/Cygwin/bin/eusgl.exe.mesa to $(INSTALLDIR)/Cygwin/bin/eusgl.exe
